Pluma Construction Announces John Garcia Joining Board of Advisors

Albuquerque, NM – Pluma Construction is proud to announce the appointment of John Garcia to its Board of Advisors. Garcia owns and operates Garcia & Associates, a service-disabled veteran owned consulting company. He brings a wealth of experience in small business ownership, as well as public service, to his new role.

John Garcia is the current owner of Garcia & Associates, a service-disabled veteran-owned consulting firm specializing in intergovernmental relations and strategic collaboration between public and private sector organizations. With more than 25 years of experience, he has worked extensively with federal, state, and local entities on issues related to economic development, small business support, and veteran services. Garcia previously served as District Director for the U.S. Small Business Administration’s (SBA) New Mexico Office, where he oversaw the delivery of SBA programs and services across all 33 counties in the state to help entrepreneurs start and grow businesses and strengthen local economies.

Garcia has held numerous senior leadership roles in government, including a presidential appointment as Deputy Assistant Secretary for the Office of Intergovernmental Affairs at the U.S. Department of Veterans Affairs, where he coordinated national partnerships with state, local, and tribal governments. At the state level, he served as the first Cabinet Secretary of the New Mexico Department of Veterans Services, Cabinet Secretary of the New Mexico Economic Development Department, and Deputy Chief of Staff to Governor Bruce King, overseeing initiatives related to rural development and international border relations. He also served as President of the Albuquerque Hispano Chamber of Commerce, advancing business development programs for small businesses across the region.
